Russia’s Federation Council has passed a bill to tax cryptocurrency transactions and mining activities comprehensively. The bill, approved on Wednesday, now awaits President Vladimir Putin’s signature to become law.

Key Features of the New Cryptocurrency Tax Regulation

The new legislation classifies cryptocurrencies as property under Russian law. It exempts cryptocurrency transactions from value-added tax (VAT), offering some relief to traders and businesses. However, the income from cryptocurrency trading will be taxed as capital gains, with rates up to 15% for individuals.

Mining income will also face taxation based on the market value of the mined cryptocurrency at the time of acquisition. Additionally, mining operators will need to report client information to tax authorities, aiming to enhance transparency in the sector.

Stricter Controls on Cryptocurrency Mining

This legislation is part of Russia’s broader effort to regulate cryptocurrency mining, a sector known for heavy energy consumption. Earlier this month, the government imposed limits on the monthly electricity use of unregistered miners. Under these rules, individuals can use a maximum of 6,000 kilowatt-hours per month for Bitcoin (BTC) mining.

The goal is to conserve energy while boosting tax revenue, given the energy-intensive nature of cryptocurrency mining.

The government drafted the bill, and the State Duma, the lower house of parliament, approved it before the Federation Council did. With both chambers in agreement, the legislation is now one step from becoming law. President Putin’s signature will enact the law, marking a significant shift in Russia’s approach to cryptocurrency regulation.
