Yao Qian, once a prominent figure in China’s blockchain sector and the former head of the central bank’s digital currency institute, has been expelled from the Communist Party of China. He was also removed from public office due to allegations of corruption linked to cryptocurrency.

Allegations of Abuse of Power and Corruption

On Nov. 19, China’s anti-graft authorities revealed that Yao Qian had “seriously violated discipline and law” by misusing his position for personal gain. He allegedly presented himself as a financial technology expert while supporting certain service providers for profit. Yao is also accused of using his regulatory power for “power-for-money” deals, accumulating illicit wealth through cryptocurrency.

The authorities claim that Yao accepted an “extraordinarily large amount” of funds and assets through these deals. However, they did not disclose the exact figures. His alleged criminal activities have been forwarded to prosecutorial authorities for further review, with potential prosecution pending.

Career Background and Influence in Blockchain

Born in 1970, Yao had been a prominent figure in China’s blockchain and cryptocurrency sectors. In 2017, he became the first head of the People’s Bank of China’s digital currency research institute. His task was to develop China’s central bank digital currency (CBDC), a groundbreaking project to digitize the Yuan. In 2018, he moved to the China Securities Regulatory Commission (CSRC) and continued shaping China’s approach to financial technology and blockchain.

Yao was also active in blockchain discussions, publishing works on Decentralized Autonomous Organizations (DAOs), DeFi, and NFTs. In 2022, he published a book on the future of Web 3.0, noting its growing global importance.

Impact on China’s Blockchain Policy

Yao’s expulsion has major implications for China’s stance on cryptocurrency and blockchain technology. His roles in central banking and securities regulation made him a key figure in balancing financial innovation with strict regulatory oversight. This case highlights the risks of individuals holding both regulatory authority and cryptocurrency interests, especially in a country like China, which has a firm stance against public cryptocurrency use.

Moving Forward

As Yao’s case moves through legal channels, it highlights China’s ongoing efforts to tackle corruption, especially in sensitive sectors like finance and emerging technologies. Yao’s influence on blockchain policy and cryptocurrency regulation made him a crucial figure in shaping China’s financial landscape. His fall from grace may affect future discussions on blockchain development and cryptocurrency adoption in China.
