Palau Launches Blockchain-Based Savings Bonds to Fund Critical Infrastructure Projects

The Republic of Palau has made a significant move to utilize blockchain technology by introducing Palau Invest, a prototype system for savings bonds that operates on a blockchain platform. The initiative, supported by Japan’s Ministry of Economy, Trade and Industry, and the Soramitsu blockchain, is expected to help fund key infrastructure projects for the nation.

Public Demonstration and Future Plans

Following the prototype’s successful completion, Palau initiated a public demonstration to showcase the system. This groundbreaking project is intended to provide the country with much-needed funding for infrastructure developments, such as housing, SME development, roads, and other essential services. The approximately 18,000 citizens of Palau will be able to purchase the bonds through an app on their mobile phones.

At the launch ceremony, Palau’s President Surangel Whipps Jr. highlighted the importance of this initiative:

“The savings bonds initiative allows us to finance significant projects, including housing, small and medium-sized enterprise development, infrastructure, and vital services, all funded by local capital. These efforts are crucial for infrastructure and generate additional positive impacts.”

The government plans to launch the system by 2025, pending final approval and criteria from the Finance Ministry. Until then, Palau is poised to showcase the potential of this innovative funding method.

Leveraging Blockchain for Bonds

Palau Invest will operate on the Hyperledger Iroha 2 blockchain, which runs on the Sora v3 Hub Chain platform. This permission, public blockchain was developed by Soramitsu and is part of the Linux Foundation Hyperledger Project. Soramitsu contributed to the development of Iroha and continues to offer both technical and business support for the project.

The use of blockchain in bond issuance is a major advancement for Palau, which previously had no bond platform. By utilizing blockchain technology, the government aims to increase transparency, security, and accessibility for both citizens and investors.

Regional Synergies in Blockchain

The Palau bond system is not the first time blockchain has played a significant role in the Southeast Asia and South Pacific regions. Soramitsu’s involvement with Palau follows other successful blockchain projects, including Cambodia’s Bakong digital currency, Laos’s DLak central bank digital currency (CBDC) proof-of-concept, and the Solomon Islands’ Bokolo Cash CBDC proof-of-concept.

The DLak CBDC was modeled after Cambodia’s Bakong, illustrating the regional synergy in blockchain-driven financial systems. The Sora blockchain also powers the decentralized exchange Polkaswap, further integrating blockchain solutions across various platforms in the region.

Palau’s Blockchain Journey So Far

Palau’s relationship with blockchain technology began in 2021 when it partnered with Ripple to launch a US dollar-pegged stablecoin. After a successful first phase in late 2022, the project moved into its second phase in 2023, marking Palau’s continued push towards digital finance.

Additionally, in early 2022, Palau collaborated with Cryptic Labs to create the Root Name System (RNS), a blockchain-based digital residency program. The RNS provides citizens with blockchain-based IDs as non-fungible tokens (NFTs), featuring Know Your Customer (KYC) verification. The program, which launched on the BNB Chain in June 2022, has set the foundation for further blockchain applications in Palau.

The Future of Blockchain in Palau

As Palau continues to embrace blockchain, the successful launch of Palau Invest could serve as a model for other small nations looking to leverage technology for infrastructure development. With the support of global blockchain leaders like Soramitsu and regional partners, Palau is positioned to become a leader in the digital finance space.

As Palau President Whipps Jr. concluded at the ceremony:

“We are not only investing in our country’s infrastructure, but we are also investing in a future where technology can empower our citizens and create new growth opportunities.”
