Florida’s Chief Financial Officer, Jimmy Patronis, has suggested that the state’s retirement funds explore Bitcoin as a potential investment option. In a letter sent on October 29 to Chris Spencer, the Florida State Board of Administration (SBA) executive director, Patronis described Bitcoin as “digital gold.” He argued that it could diversify the state’s portfolio and serve as a hedge against other volatile assets.
Bitcoin as a Strategic Investment
Patronis urged the SBA to evaluate the feasibility and risks of investing a portion of the state’s retirement funds in Bitcoin. The SBA manages over 30 funds, including the Florida Retirement System Trust Fund, which holds approximately $205 billion in assets. He requested a comprehensive report on this proposal before the Florida legislative session in March 2025.
In his letter, Patronis noted, “Bitcoin is often referred to as ‘digital gold’ and could aid in diversifying the state’s portfolio,” emphasizing that this investment could provide a “secure hedge.”
A Digital Currency Investment Pilot Program
Patronis suggested establishing a “Digital Currency Investment Pilot Program” within the Florida Growth Fund to advance this initiative. Historically, this fund has allocated up to 1.5% of the Florida Retirement System Trust Fund to high-growth investments. Patronis believes investing in Bitcoin could align with the state’s efforts to maximize returns, especially for public servants like firefighters, teachers, and police officers.
This move aligns with Florida Governor Ron DeSantis’s opposition to central bank digital currencies (CBDCs). Patronis highlighted Bitcoin as a viable alternative, suggesting that it represents the “antithesis” of CBDCs.
A Growing Trend Among U.S. States
If Florida proceeds with crypto investments, it would join states like Wisconsin and Michigan, which have already added Bitcoin to their retirement funds. For instance, Wisconsin invested $164 million in Bitcoin ETFs from Grayscale and BlackRock. Meanwhile, Michigan allocated a small percentage of its assets to Bitcoin through shares in the ARK 21Shares ETF.
As more states explore Bitcoin’s potential, Florida’s next steps could contribute to a broader trend of U.S. state investments embracing digital assets.
