Russia plans to ban cryptocurrency mining in specific regions, including occupied territories in Ukraine, to prevent energy shortages during the heating season. The restrictions, effective December 2024, aim to stabilize energy systems in areas with high electricity demand.

Mining Ban Targets Key Regions

The ban will affect regions such as Donetsk, Luhansk, Zaporizhzhia, and Kherson in Ukraine, under Russian occupation. Parts of Siberia, including Irkutsk, Buryatia, and Zabaikalsky, will face seasonal restrictions. These areas can be mined only between March 16 and November 30 each year until 2031. “The North Caucasus and occupied Ukrainian territories will face a total mining ban until March 2031, without seasonal exceptions.

This decision aligns with President Vladimir Putin’s new crypto regulations signed on November 1, 2024. The law enforces strict mining oversight, allows experimental frameworks for cross-border crypto payments, and bans domestic cryptocurrency transactions to maintain economic stability.

Energy-Intensive Mining and its Impact

Russia, the second-largest crypto mining hub, uses 16 billion kWh annually, accounting for 1.5% of its energy consumption. According to Statista, mining activities tripled in 2023, raising concerns about energy availability during winter. The seasonal bans ensure sufficient energy for heating and other critical needs.

Overhaul of Tax and Crypto Policies

The new laws introduce updated tax regulations for crypto activities. Miners will be taxed on the market value of assets when received. They can deduct operational expenses from their taxable income. While crypto transactions remain exempt from value-added tax (VAT), mining profits will face securities tax rules, with personal income tax capped at 15%.

Russia is working on creating a national cryptocurrency exchange in Moscow and St. Petersburg. This initiative seeks to regulate digital assets while managing the energy demands of crypto mining.

Balancing Energy Security with Crypto Growth

The seasonal and regional bans highlight Russia’s effort to balance its growing crypto industry with energy needs. The restrictions also underscore its control over resources in occupied territories, further intensifying geopolitical tensions. As Russia prepares for winter, these measures prioritize energy stability while advancing the country’s broader digital asset strategy.
