An international law enforcement effort has successfully dismantled a large Russian money-laundering operation linked to organized crime, sanctioned individuals, and a range of illegal activities. The UK’s National Crime Agency (NCA) led the operation, working in collaboration with US and European authorities. As a result, authorities made 84 arrests and seized more than £20 million (~$25.4 million) in cash and digital assets.
The criminal network operated across over 30 countries, using two Moscow-based cryptocurrency exchanges—Smart Group and TGR Group—to facilitate the laundering of illicit funds. These exchanges enabled the conversion of dirty money into digital assets, fueling activities like drug trafficking, espionage financing, and evasion of international sanctions.
Uncovering the Links Between Crime Networks
For the first time, authorities have linked Russian elites, cybercriminals, and drug trafficking organizations in the UK to a single laundering operation.”The joint efforts of Smart and TGR were concealed until now,” explained Rob Jones, Director General of Operations at the National Crime Agency. “We’ve revealed connections between Russian elites, crypto-wealthy cybercriminals, and drug cartels.”
Ekaterina Zhdanova, the head of Smart Group, was apprehended in France, while George Rossi of TGR Group remains on the run. Both Zhdanova and Rossi were sanctioned by the US Treasury for their role in facilitating sanctions evasion and laundering illicit money. Additionally, the operation revealed direct links to state-backed efforts attempting to bypass international sanctions.
Revealing the Cash Courier Network
The investigation also exposed a cash courier network, led by Semen Kuksov and Andrii Dzektsa, which laundered over £12 million (~$15.26 million) within the UK over just two and a half months. This network operated throughout Europe, making the laundering process even more intricate. Both Kuksov and Dzektsa were sentenced to five and five-and-a-half years in prison, respectively, for their involvement. Meanwhile, Igor Logvinov, a courier, was arrested in Ireland and received a three-year sentence for his role in the operation.
Pressure Mounts on Russian-Language Laundering Groups
This operation comes at a time when Russian-language money-laundering networks operating in London are facing mounting challenges. Reports indicate that, by mid-2024, these groups began charging higher fees due to increasing difficulties in laundering money within the UK. “The networks dismantled by Operation Destabilise were hiding in plain sight,” noted Nik Adams, T/Assistant Commissioner of the City of London Police. “They operated within our communities, moving significant sums tied to the drug trade and violent crimes.”
The case is part of a wider effort to crack down on Russian crypto money-laundering operations. In September 2024, the US Justice Department charged Sergey Ivanov and Timur Shakhmametov for laundering more than $1 billion via illegal cryptocurrency platforms. These platforms allowed cybercrime syndicates and sanctioned entities to evade international restrictions.
International Cooperation Against Crypto Laundering Grows
Operation Destabilise highlights the increasing global cooperation in combatting cryptocurrency-enabled money laundering. The Financial Action Task Force (FATF) recently called for more rigorous regulation of virtual assets. As cryptocurrency networks continue to be exploited by criminal organizations, international law enforcement efforts like this one are becoming crucial for maintaining financial security worldwide.
